No, most packages like this usually ship EMS and don't require a signature unless you opt-in for it (which usually isn't the case). They'll just drop it off in your mailbox.
How safe is the liquor store outside college town with OOS ID? —
Really not that suspicious, just have a good back story if anything. I just used my OOS ID waaaay far from college and never got questioned at all.

USPS. Once an ID has left the vendors hands, they can't do anything to the ID. However... There could be an issue with the address associated with the package. Double check your shipping address and call your local post office if anything.
