Imagine if you get in an accident, even if it isn't your fault. Imagine what BS you will have to go through with the rental company, insurance, police, etc. Really not worth it, just use a rideshare or public transport if you're in a city.

Pros:
you get to rent a car... although DOMESTICALLY... bad idea...
You can rent a car before you are 25
Cons:
If you CRASH the car or DAMAGE IT IN ANY WAY where insurance gets involved, you will be royally fucked (within the US, Canada, ect, especially with things like Turo where its private rentals). As soon as they figure out you are under 23-25 or whatever you are royally fucked.

Truth be told though, I have a buddy who did this in germany, rented a car and went on the autobahn, and he didn't crash and it turned out fine... but its better to be a dumb tourist than to be in the US and have insurance rain down on you.
