Budget will get you it the fastest but he specifically says no raised text. OIS has raised text but its 2 weeks

We do raised text but we dont do old texas anymore , we have a new site coming so didnt bother to delete it off the old one.

I would say most of the reputable vendors here will be able to turnaround your order within the timeframe you want - OIS and Magic do like 2-3 weeks and they're overseas, Budget and Noble are fast as well and if you're willing to pay extra for their rush/emergency rush it will come to you within a week most likely.

Idk if you want old or new Texas or how good they are from most of the vendors listed (I've seen OIS, Budget, and Magic's new Texas but I don't have any oTX) so you can look into that more yourself.
