What was the change made to BCS that allows it to detect fakes? Some way that fakes get their data encoded that they can detect? And can anyone with a pre-update ID do anything to make it scan?

I'd imagine previous barcodes were pretty generic and the BCS app simply checked for that generic stuff. But with the update it likely checked for things that were more unique to each state that past barcodes didn't include
