COST: 8/10 - I received a free ID in exchange for a review so you can't beat that price. However, I have purchased from 21done before and in total it was $65 with first class shipping with tracking and another $25 for a dupe. I think this is great value.
COMMUNICATION: 10/10 - They send email updates every time the order moves to another stage of the process and the website FAQ is very clear about timelines.
SHIPPING: 10/10 - They use a weekly batch system. Batches end every Monday at midnight central. I ordered my IDs on a Friday and received them exactly one week later. This is one of the best turnarounds you can get even for a domestic vendor. The only ID that I have ever received faster was from Ted (rip).
TEMPLATE/SIG/HOLOS/UV 8.5/10: I compared this ID to a real u21 nIL. Everything is pretty dead on except the materials feel slightly off. This could be due to my ID being brand new and the u21 being older. However, it seems like the holos, and coloring are dead on. The UV is there and superb. The only comment I could make is maybe they could be a touch brighter. I used to have a Phantom nIL (also rip) which was pretty high quality and this one has phantom beat.
MICRO 7/10: This is the part of the ID where it lacks. The micro is not incredibly crisp but I don't think there are any vendors with super crisp micro rn.
PHOTOSHOP: 10/10 - This is where I think the ID stands out. The photoshop is spot on this distance and lighting. It matched the real u21 almost to a tee.
SCANNING: 10/10 - It scans. Haven't run into any of the scanning apps like AgeID so I can't comment on whether it will pass those or not.
CONCLUSION: 9.5/10 - I would definitely recommend 21done for personal use or reselling. They provide the speed expected of a domestic vendor and very high quality ID. The only drawback I would think of is that nIL is becoming slightly over saturated but this is the best nIL I have run into.
