Ive been confused on this as well but learned it's really up to the person you're buying from. I read that I should buy a blue background so I did but after taking some pics realized the color was not the same as an ID background at all. Some vendors are better at photoshop than others so its up to you on who you trust. I recently put an order in from OIS and when asking them how to pics should be they just said it doesn't matter bc they will photoshop. As for how far away the pic should be, I think theyre just giving you reference but will crop them all the be the same. Just look at your own real ID and try to copy the pic as much as possible.

Just take a quality picture, I don't feel it's necessary entirely to go out and buy a blue background, just find a clear wall and take a clean picture, the rest is up to the photo shop gods ;)
