Lol, by what you just said I can tell you are deeply lodged in the land of the noobs so I will go easy on you :). Teslin actually is the base material for quite a few id's in the United States however due to increasing id security updates across the nation teslin is starting to phase out. In the near future almost all id's will be made with a polycarbonate base material.

Adressing why you thought it looks like a piece of paper. This is understandable because visually teslin looks exactly the same as printer paper or at least from a short distance it does. However, it is much different. If you try laminating an ID printed on normal printer paper the second you try to bend it it will crease and you will likely be able to peal back the laminate from the paper quite easily as the most popular laminates used by vendors don't tend to adhere to paper as well as teslin. Teslin is basically comparable to if you imagined a 50/50 rubber paper mixture. This causes it to be very stretchy. You can actually put a lot of force into attempting to tear in half a page of teslin and it can be very difficult as it will just stretch out. Teslin can also be purchased in various thicknesses so this way you can modify the thickness of the teslin + front laminate + back laminate. When you get all 3 thicknesses to the standard thickness of the state you are mimicking you will have yourself an ID card that should bend and feel quite similar to the real thing. I'll stop there so that you don't get carried away and become a vendor :)
