The main thing that distinguishes smartphone photos from DMV photos is: DMV cameras do not have high quality CMOS sensors and have a completely external flash.
To try and recreate this look, turn off HDR or any high quality mode your phone or camera may have on. Next your goal is to make the flash the brightest light in the room. This will create what I like to call "hot spots" of light on your nose and forehead from the flash reflecting off your skin. For this too happen, you need only ambient overhead light, no side light (I usually recommend a windowless room for this) and you wanna have the camera/phone like 4 feet away.

I’ve found a iPhone 6s to be the sweet spot in price and camera ability. Get a 64 gb or bigger version and just use it for pics and sigs
