If you aren't already under OIS's reseller program they can offer great rates regardless. You can mix and match and they have all the states you mentioned. They can also take care of the DL #s and street addresses so all you have to take care of is the personal info

FYD does $25 IDs for 4 people+ I believe. Just don't use your reseller account for that particular order because then every ID is $35.

I keep checking back on this post to see who you go w and its kinda funny. You want 4 specific states (two of which are dogshit fake states imo) from 1 vendor w the highest profit margin. If its really that serious before I said magic, despite budget having i think 3 out of 4 of the states you mentioned, a cheap rate, he's located in Canada and not China, and he's on top of his shipment methods.
