paid IDTOP.ph $400 and does not respond ( self )

Hello,

I paid $400 for reseller photo samples to IDTOP.PH and we had an agreement where they will provide samples for all states with our credentials. However, after receiving only 10 state samples, they are not replying to me. I contacted IDZONE.ph and they are saying they will try to arrange, but IDTOP.ph has stopped responding to me? Are these guys legit? I only paid them because they were listed here at VVL!
