I'm using these free APIs to test out our vendor services backend before we release a large product on it. In other words in return for the free API we get aggregated statistics (not tied to any specific vendor) and we get to make sure there aren't any major bugs in it.
The blacklist is also only a historical index of those orders we've determined as meant for fraud, and I described how we're doing that in the vendor only forum. It won't be possible to submit a record of "i don't like this person so ban him from buying IDs". The point is to prevent people from trying to game the process.
