At first I used 10 mil teslin and a 10mil butterfly pouch where I sanded the edges to make it look like PVC. However, it's obvious from the feel it's not real at all. The closest I get that achieves a very high quality look is after lamination with the butterfly pouch is to break it apart into 2 layers (front lamianted and back laminated) and then glue it very precisely onto a pvc card. However, I understand that this is a very shoddy method if anyone knows something better it would be appreciated.
If you're wondering why I don't just print on PVC it's because the specific ID I am printing has high quality designs which only an inkjet printer can produce such high dpi for.
