Do people just get HQ scanners and scan a real ID then put the editable text layers on, or is it something much more complicated?

are these skills you could get with a few lessons on udemy or sumthing?

They are infinitely scalable mathematically created images - the ones used in adobe illustrator. Google "Vector Graphics"
