by LA do you mean Los Angeles or Lousiana? Either way I think you might be good with a nCA. I would suggest using OIS

For rush shipping,I would say will take about 10 - 12 days. Takes about 3-5 days to process. and 3-7 days to ship ( depends on DHL or fedex at that point).
