When the new version is released, it does not mean that the version without stars will be invalid. There is no difference for people who use it.

Yes there is, because if there isn't a star there should be a "NOT FOR FEDERAL USE" on the non-starred IDs. So if the issue date is after the REAL ID implementation for NJ and the ID has neither a star nor a "NOT FOR FEDERAL USE" then it's obviously fake

Tons of vendors will I assume. NJ has always been one of the more popular states. The REAL ID program is pretty cool.
