Why does the new Connecticut ID feel like a metro card? It’s really slim and has no laminate.

it has laminate you mean no overlay. All the new stuff is now super thin with ovi and no overlays. Only a few new still got overlays like nSC,nPA

Does that mean it’s technically easier and cheaper to create a fake using the new Connecticut template?
No as ovi cost more then an overlay.

Also making a good "no overlay" fake with the correct feel is hard tbh.
Not hard you mean impossible. The overlays used on a real are more rubbery compound and fakes are nowhere near it. I once got me some that were close to that but they creased with a simple bend so unuseable but looked sexy.
So true. Thats why ID-Bouncer is best, he can close his eyes and feel if an ID is real
