I would recommend following the guidelines on the webpage of whatever vendor you are purchasing from. The photo should have a plain-colored background, be taken in front of a bright light-source, and have no shadows on the face. Most photos taken at the DMV will not have shadows across half the face, shadows under the chin, or shadows under the eyes. The more closely you follow the guidelines, the less photoshop the vendor will have to do, thus leaving less room for error. I would also recommend taking the photo in front of a white/light-colored background; this makes it easier to photoshop colored backgrounds for states that use colored backgrounds in the identification photo.

I understand about a plain-colored background and with direct light. But it wouldn't be like DMV setting. Regardless, photos we send look more natural because it takes a lot of skill to remove face.
