I'll upload some pictures of an Illinois ID issued in 2019 but the spoiler answer is:
Yes, it is supposed to be that way because it is an OVI state (As compared to holos on a sticker) so the nature of OVI is it will obscure whatever the OVI lam is on just a little bit.
Additionally most OVI states have a lot of play in where it ends up on the ID, Illinois it goes up and down a lot.
Finally, Barbook does not have good info for Illinois as the IL dmv intentionally sends an altered sample.
I think the photos on the vendor site are a little old, but keep in mind there is play in placement.
I'll upload the pic soon but it is not a dead giveaway.

While OVI is always more visible over darker ink, especially over pictures, we did have a couple runs that were too dense. Growing pains from doing our OVI in house as we weren't able to source the quality that we require from overseas. We weren't able to pin point exactly which ones had the defect, so we have had to rely on customers messaging us about it. Apologies for the situation. If you contact us, we can take a look at things, and if it is less than excellent, we will be happy to rush you out a replacement with a duplicate free of charge.
