What should I make issue date for nPA ID? ( self )

In Pennsylvania, if an ID is renewed before the holder turns 21, there is a red bar under the photo that says "Under 21 until MM/DD/YYYY"

I'm not familiar with the renewal period but if the holder wants a new ID before their vertical one, are they able to obtain one? I'm asking to ensure that the issue dates on my ID line up.

I just set mine to 2-3 weeks after the 21st birthday. I've been able to get into about half of the bars I've tried and no ones told me nothing about issue date.
