They actually do- Most people when they have passport photos they have the physical hard copies that they give you and then scan those. Those come out terribly
what vendors don't tell you (idk why, maybe they didn't think about it) is that you can go to any place that takes passport photos and ask for them digitally. And after they take the pic and show you, if there's something wrong you can have them retake it and they'll do it until its perfect. Usually costs like 8 bucks
These come out way clearer than your friend taking them for you and they use the same camera the DMV uses to take pics. spot on!

Because they usually come out with glare and are taken without flash and/or in some kind of overcast flourescent lighting. Dmv photos are notorious for being taken with strong flashes and the photo itself isn’t a copy/scan of another photo. If ya get what I’m sayin.

Because a photo of a photo is shit. Just submit a photo of a half decent iphone picture and it's 100x better than a picture of a picture.
