I usually use Bitcoin ATMs. You get fucked on the rate, but it's a good last resort. There's also localbitcions/monero/litecoin etc. In my opinion, those sites really only work well in cities/densely populated areas, but it's worth checking it out.

Depends if you're using it for investments or if you are using for illicit transactions. Chances are unless there is an ongoing investigation you will be fine
