Do car rental places scan ids or just take a copy of it?

I'm not here to sell you an ID, so the actual answer to your question is most car rental places simply check the ID to confirm that you are the same person as the card holder for the rental and the person on the rental paperwork.
I have never seen Hertz nor Avis scan or photo copy the ID. Given my only experience is airport locations which may have employees who care less. Most places will also rent a car to someone under age 25 as long as you sign shit that says you'll pay slightly more for your hotdog driving skills.
Also I don't exactly endorse using a fake for this because your low-key towing the line between dicking around with a fake and fraud. But as long as it matches the CC, it will work.

Enterprise doesnt run DL checks but a lot of the other rental companies do like Hertz. I can not say if their checks verifies the birthday I think its more mainly a driving record and to see if the license is valid. Enterprise does not do none of that, rent away from them :)

I rent a car at a Budget location a few days ago - the guy didn't check anything other than just glancing at the DL for a few minutes. My dad did the actual renting though so my license (real or fake) didn't leave my pocket for a second.

Just keep in mind that you are responsible for your own ass if anything happens.
