This is 95% sure Fake News. Account created right before the post. "d_day66" claiming to have "just talked" to OIS when its 2AM in China at the time of his posting. "d_day66" has only been an account for 5 hours or so, created right before the post. OIS wouldn't talk personally to someone who was brand new with no posts.
