DFIDs usually has a 3 day turn around but they are in holiday break currently. Don't know when they are gonna be back. A couple other vendors have Rush shipping that varies from 7 to 10 day shipping like Budget and OIS.
It's hard to say who is the best vendor overall without talking about which ID you are evaluating. Each vendor appeals to different customers based on location (east coast/West coast), shipping speed, in state/out of state, stealth, and reseller benefits.

In regards to testing the scan feature, you can download apps like Bar & Club Stats to check the barcode or Google inlite research and upload the barcode. And for the holos, it really depends on where you plan to use it. If you are using it in Australia
