I would recommend the OIS nRI ID. Rhode Island ID is one of the BEST QUALITY IDs that OIS has to offer.

I don't believe real IDs display red eyes. If OIS doesn't edit them out, it may be a bit of a problem depending on where you use your ID (mainly bars/clubs).
I would recommend following the guidelines on the webpage of whatever vendor you are purchasing from. The photo should have a plain-colored background, be taken in front of a bright light-source, and have no shadows on the face. Most photos taken at the DM
I can say without a doubt that OIS is one of the most accommodating vendors; they will happily send IDs for you to test and review. In my opinion, you cannot go wrong with OIS.
I compared the O21 nNY V3 ID to a real U21 NY ID as well as a real O21 NY ID. The color on the OIS is almost identical to the real IDs. I believe OIS has the highest quality NY IDs.
IDViking has an incredibly high-quality New Jersey ID. I am not so sure about Illinois.
