They’re both great great vendors. BB TX and OIS nPA are their best ids I’m pretty sure. At least from what I’ve seen. Handled both of them, the BB TX has more security features (embossed text, front and back UV, magstripe encoded) and they’re all replicate

I’m pretty sure completed means the RTP is done. Meaning all of the photoshop and the inputting of your information into the template is finished and they just need to print it out and ship it. If you got a PVC state (Ohio, CT, etc) it should be a few days
