Not sure about the best, but avoid Maine if you can. It's a super common fake here in New England, and nobody can get the shades of blue right despite how easy the template is. Anybody that knows a thing or two about IDs can spot a bad ME from a mile away. I have an OIS one coming in today for review, but I doubt it'll be 1:1

Have gotten multiple of FYD's NC, scans and looks good. Color could be sharper, and it's a thin ID which may be weird at first.

there's this strange thing on mine where it seems like there is a layer of plastic on top that ends a few mm before the edge, so essentially there's a thin layer of plastic on top that covers everything except a thin portion along the rim.. is this normal?

Don’t take my word for it. But I know that a lot of states are like this, and it’s a part of the actual ID. Wouldn’t know ab PA specifically tho

The oWA is really solid, only downside is that because it is an older design, your age would be about 23 now to match up with the issue date. In my opinion, the Maine one is pretty good but that design doesn't have a UV security feature and some bouncers don't know about that, which make them think it's fake.
