No unless you know what you're doing don't use a VPN and Tor together. (i believe Tails uses Tor by default) You will ruin your privacy.

Could you elaborate on why this is? I thought the entire purpose of using VPN+Tor is to prevent your ISP from knowing that you're using tor

For a VPN->Tor setup, https://www.torproject.org/docs/faq.html#IsTorLikeAVPN basically if your threat model is such where you want this you should be setting up your own bridge.

For a Tor->VPN setup, one of the benefits you get out of Tor is it continually changes your circuit so your exit IP keeps changing, + the fact that there are far more Tor users in the world than users of 1 particular VPN. you routing your exit traffic through a VPN lets the site admin now connect all of those requests to 1 user (these requests all come from the same VPN, must be from the same user/small number of users) + you lose the advantage of that constantly rotating IP.

So would running tails with tor and no VPN be safe to do?

Yes this is generally the suggested way to do it.
