New-Ids and Club21IDs make them but i heard that the USA at the bottom is not shiny

I bought one and you are correct it isn't shiny but I'm pretty sure the gold shiny USA at the bottom is the new issue. Anyone know for sure if this is the case?

I know for a fact the old old issues didn't even have usa on them and they are still valid and can be used.
