Well it depends - do you mean to GENUINELY print it in the way that the Florida DMV does it, or do you mean do do it in a "passable" way like other vendors?
If you want to do it like the Florida DMV does it, you will need a laser, (I highly recommend this article from the makers of the Florida DL, Gemalto https://www.gemalto.com/govt/security-features/sealys-window-lock )
As if you can print on the "PVC" blanks that Chinese sellers will sell you, then yes a Fargo should suffice

I went to your link and read everything, but I'm still not understanding how I would obtain this look with a Fargo HDP5000. Is it through the lamination module or something?

And I do plan on purchasing PVC blank cards like you said, which will most likely come from a Chinese vendor.

The ghost OVI face image used on the nFL (and a couple others) is made using a technique called laser ablation. The preprinted stock contains a block of OVI, which during processing is vaporized away using a laser on all of the areas of the block that are not your face. Essentially they are printing your face in reverse by removing the material that wouldn't be there if it was printed to begin with. This is the same way CO windows are produced. It's done this way because the same laser that creates the variable data (black personal text/info) can also do this process in the same pass. Since you aren't required to produce as many as them, you can obviously take your time. This is best emulated through screen printing, which will require new screen burns for every batch of IDs that fit within your screen. Other techniques can involve modifying a direct to garment printer to allow OVI to pass through, but this will require an engineer and the willingness to lose around $10k if you fail, especially if you fail more than once. Other considerations wouldn't be OVI, but they may pass depending on the level of scrutiny. Roland makes inkjet printers that use a base of silver to create metallic effects. A few flatbeds are also doing the same or similar. You could do it with an offset press, but that seems unnecessary. Good luck.
